Suggestions for non-target sentence

In the Sticky Sentences report, PWA sometimes underlines a sentence but makes suggestions for a different sentence. The attached image shows my experience. The underlined sentence agrees with the Sticky Sentence list in the detailed report. The highlighted sentence (no underline) is the one that gets suggestions.
